Browse Move Sequence Records Up/Down

Just installed the Free ABC Templates for Clarion 7.2 and dropped the Browse Move Sequence Records Up/Down template onto a browse. I am using a two part key ParentSysId (Long), Rank (Long) and set up the File, Key, and Sequence Field on the template under the tab File and Fields. When the current record is highlighted (last record in sequence) and I press the button to move the record up one nothing happens. Am I missing something?
