I just went to renew my Passwords Max, and I noticed that for $9.99, I get just "1 user upgrade".

Sure reads like it is $9.99 for just one single upgrade download. Is that true? Or is it really 1 year's worth of upgrade downloads?

1 User = Personal.

The support renewal includes one year of support and free upgrades.
